What Are Congressional Rules?
House Rules
The House adopts a complete rules package (H.Res. 5) at the start of each Congress. Rules can change dramatically with new majorities, affecting everything from the Speaker's power to how amendments are considered.
Senate Rules
The Senate considers itself a "continuing body" with permanent rules. Changes are rare because they require 67 votes — or the controversial "nuclear option." The filibuster lives here.
119th Congress
2025-2027House Rules Package
The rules package adopted at the start of the 119th Congress, establishing procedures for how the House operates. Includes motion to vacate changes, committee restructuring, and new budget enforcement rules.
Senate Rules Package
The Senate's permanent rules, carried forward with minimal changes. Unlike the House, Senate rules are considered 'continuing' and require only minor organizational resolutions each Congress.
